A9.3.1.3 2015 W2 Prerequisite

The 2015 W2 SU A932333899 ReadMe document states that their is a pre-requisite of the 2014 W2 SU, A939722691.

If customer was on A7.3 when they processed 2014 W2s and upgraded to A9.3.1.3 afterwards, do they still need to apply the A9.3 2014 W2 update or does the A7.3 2014 W2 update satisfy the prerequisite?
