layer_hook of costing is not getting called in case of Miscellaneous issue

Hi,

I have a FIFO costing set up in. For Miscellaneous issue I want to override the FIFO logic of layer consumption and I want it to consume a specific layer derived from a business logic.

But the function layer_hook is not even getting called in case of a miscellaneous issue from the inventory. I checked it out by writing an insert statement inside the custom hook.

Please let me know at what juncture the layer_hook function gets called. And why it is not getting called in case of Miscellaneous issue.
