custom top is not synchronizing by adop

Hi all,

we are facing issue with custom top sync after applying patch using ADOP.

we have custom top called XXWC_TOP. and user has created some files under  /home/ebs/DEV/fs1/EBSapps/appl/xxwc/12.0.0/bin  --FS1 is RUN file system.

after adop cycle(prepare,apply,finalize,cutover,cleanup).. FS2 became RUN file system..

files which were created in FS1 are not sync/copy to FS2 (RUN file system after patching).

should they SYNC by adop phases.. or do we need to ask developers to create files both in FS1 and FS2?

please suggest.
