How to make the Receivable and Revenue Account Field In the Customer Bill to as mandatory

When the column Receivable and Revenue Account  'Required' field is Changed from No to Yes in personalization, Still the Receivable and Revenue Account Field is not changed to mandatory. Site is allowed to saved without the field being entered.

Please help how to achieve this.
