Convert PDF to searchable PDF on checkin

What would be the most fit solution to convert non-searchable PDF's to searchable PDF's on checkin? Seems a simple question, but I haven't been able to find the answer so far.

Our users have a lot of non-searchable PDF's to be stored in WCC, but we want to OCR them on checkin. So, no conversion from TIFF to PDF is needed, only OCR (and conversion to PDF/A).

Our IBR's are running on Linux machines.

Like to hear your suggestions.
