Does CRP (R3382) generate planned load hours for production number controlled item MRP Messages?

We are upgrading a client from Xe to E1 9.1 and wanted to include the production number feature as a part of the upgrade.  We are performing unit tests currently and while testing the CRP generation (R3382) we discovered that there were no Planned Load Hours generated for the production controlled items.  The only way the system would generate a planned load for the top level parent items was to run MRP (R3482) with a generation type 1 Single Level DRP/MPS and immediately run CRP against those messages.  When I run multi-level MRP using generation type 4, CRP does not
