eBTax Tax Exemption Certificates Upload

We are migrating from Taxware to eBtax and looking for an API to move all exemption certificates from Taxware to EbTax, as we have thousands of certificates to upload in Oracle. - Is there a way to move them from Taxware to EbTax? - Any API to upload all certificate name and their conditions?  - Can we upload certificate image as well in EbTax?  Search in metalink and could not found anything .. Any one found any API or wrote some custom process to upload it in bulk?   Thanks in Advance
