Unable to view receipt screen through transaction workbench (12.1.3)

We have a business requirement to give the transactions & receipts inquiry access to the end users. So we found one seeded menu called "AR_NAVIGATE_INQUIRY_GUI" and created AR Inquiry responsibility.  But we are unable to view the receipt information through transaction screen

Navigation: Query for the transaction ->click on Actions-> Installments ->Activities -> Details

when clicked on Details tab, getting the following error "Function not available to this responsibility. Change responsiblities or contact your system administrator"

could you please let us know why are we getting the above error for the seeded menu when there are no menu/function exclusions.
