Master Routing Cross Reference Issue

I trust that everyone is well.

We are using a master routing cross refence setup, MR cross reference type, where we have a single parent (master route) item linked to many child items via the item cross reference table (F4104).  I found an example where the parent item has two item branch records, while one of its children has a single item branch record.  If I view the routing for the child item, using P3003, I am able to see routings at both the valid branch/plants for the parent item even though the child item is only valid at one of them.  To try and explain
