Oracle RDA vs EM

Dear All,

my db is already configured with EM, the question is, do I need the RDA to keep/store a snapshot about the DB, or the EM will do/keep this automatically?!?!

I  know that I can read all needed info about the DB using EM! but this is only available when the DB is up! what should I do in this case when the DB is down!
