A user is trying to correct a receipt and facing the error "the specified project are currently not chargeable". Reason for this error came out that the project is in "PENDING CLOSE" status. Now they want to change the status from PENDING CLOSE to APPROVED so that user can correct the receipt.

Key member who is the manager of this project has left. So for changing the status what the user can do? Super user responsibility is not assigned to the end users.
