Running ACA 1095-C got io exception when merging pdfs, too many open files

I installed patch 22141344 (ACA Phase 2), ran the archive process, viewed some employee 1095-C results, and then attempted to run Benefits ACA 1905C Print Report.  It ended in error.  The log file shows it processed a bunch of employees, then it got this error.  It this related to the settings in Processes and Reports > Batch Process Parameters for Benefits ACA Archive Process?

IOException when merging pdfs/u02/TEST/inst/apps/TEST_comtestapps/logs/appl/conc/out/o15850160.out1002 (Too many open files)

java.lang.NoClassDefFoundError: oracle/jbo/server/TransactionEvent

at oracle.jbo.server.DBTransactionImpl.removeTransactionListener(DBTransactionImpl.java:2496)

at oracle.jbo.server.ViewObjectImpl.resetState(ViewObjectImpl.java:773)
