r12.2.4: isupport, is it possible for an administrator to approve registration requests from multipl

Hi, All

I have a customer who is the administrator for one Party, then gets access to another Party, the question is if a new user registers for this second party should this administrator be able to approve it? in the testing that I have done this registration request does not go to the administrator, is this a normal limitation?
