GL Encumbered Date of Requisition not visible to buyer

We are creating multi year requisitions and buyer converts these into order. When converting a requisition into an order, buyer wants to be able to view the GL encumbered date used by end user on requisition. He isi unable to see the same. This causes issues as buyer wants to decide against which year budget the requisiton has been raised.

Please review and advise how can buyer see this.

We are on 12.1.3
