JAS: COSE#1000 Error as in Doc ID 1597585.1

I am facing exact this issue for newly created custom environment - E1: JAS: COSE#1000 Error When Launching Applications In Custom Environment (Doc ID 1597585.1) - But the solution says update tnsnames.ora file & restart Enterprise server. I am on windows platform & my Enterprise server does not have tnsnames.ora file. What can be the alternative here.
