Network Security under Oracle SE 11.2

Hi,

We use Oracle 11.2 SE under Linux and are looking for a solution to encrypt the network traffic between an Oracle-Client and an Oracle-Database.

I have found a Document, that Network encryption is no longer part of Oracle Advanced Security, and it's now free for use.

Is this information correct? How can I install/activate this feature. On every website I found, they describe that it's an Oracle EE extra costly option.
