How to make Material transaction manager Active?

Hello,

I have started the Material Transaction interface as follows:

1. Responsibility = Inventory
2. Navigation = Setup > Transactions > Interface Managers
3. Click in any column in the row with Name = "Material Transaction"
4. Navigation = "Tools" or "Special" > Launch Manager
5. Click "Submit" button

The process runs once, then the manager goes Inactive.

I did some research, and found an article that says to change the "TP:INV Transaction processing mode" profile to "Background processing".  So I did this, and when I restart the Materials Transaction interface as noted earlier, the process runs once, and the manager goes Inactive.

I restarted the Inventory Manager and INV Remote Procedure Manager using the Administer Concurrent Managers screen, but that did not resolve the issue either.
