Cloning 12.2.4 stops halfway

Problem Description

On the target I'm running "perl adcfgclone.pl appsTier". At 50%, the clone fails. It looks like I am hitting the issue documented in note "EBS 12.2 adcfgclone.pl on AP Tier failed with ERROR: Script failed, exit code 255 when creating new wls domain ( Doc ID 1986208.1 )" and bug 18752606  , however, I have attempted the "Solution" steps from that note and still am encountering the same issue.
