transport and apply lag in oem

Hello,

If we define critical threshold in OEM both for transport and apply lag would this cause duplicate incidents in case  transport lag exceeds critical threshold because if transport lag exceeds obvious the apply lag would also - that's my understanding  -- please correct me.
