AGIS - Outbound transaction can be saved although Recipient and Initiator Accounting are Not balance

Outbound transaction can be saved although Recipient Accounting and Initiator Accounting are Not balanced. 

Why does any error not occur?   I think it should generate error to prevent saving such unbalanced transaction. 

Example

Outbound Transaction

Debit  : 20000

Credit :

Recipient Accounting

Debit  : 10000

Credit :

Initiator Accounting

Debit  :

Credit : 20000

--> Recipient Accounting and Initiator Accounting are Not balanced.

Steps to Reproduce

=============================================

1.  Go to (R)AGIS Responsibility  (N)Transaction > Outbound

2.  Press [Create]button

3.  Transaction ***

    ------------------------------------

    Initiator : AAA_LE

    Transaction Type : Default

    ------------------------------------

    Recipient : BBB_LE2

    Debit  : 20000

    Credit : *NULL

    ------------------------------------

3.  Press [Continue]button

4.  Initiator Accounting

    Debit  : 0

    Credit : 20000

   

(6) Recipient Accounting

    Debit  : 10000

    Credit : 0

   

(7) Press [Submit]button

--> Outbound transaction can be saved although Recipient Accounting and Initiator Accounting are Not balanced.
