Exclusions going into conflict check

Why are simple promotions with change_type='Exclude' conflicting with existing clearances in the system?

I am on version 13.2.6

This ideally should not happen because I am trying to exclude one class of a dept from getting the multi buy promotion deal ; the promo detail component is conflicting with the fixed price clearance set up on one SKU of this class at store level and throwing error - "clearance retails must always decrease" in the UI.

My multi-buy and simple(exclusion) promotions are at zone level which the store ,clearance has been set on, belongs to.

Note : We have clearance_promo_overlap_ind as 1 in rpm_system_options.
