Project Costing Proj_Resource table not updating for recurring invoices

We have the situation where our recurring invoices are populating BI_Line table with pc_distrib status of "I".  Therefore, never sending the information to PRoj_Resource. We made a configuration change to uncheck the box that requires contract information for transactions that go from BI to PC.  But this hasn't fixed the issue with recurring invoices.  Thoughts?
