How to resolve "An invalid parameter has been passed to the file attachment function" on supplier co

Getting 'An invalid parameter has been passed to the file attachment function" error on Clause definition on Supplier Contracts.   Made the Application Server path as blank as recommended by Oracle but still can't make it work.
