ACA 1095C pdf template - How to edit for margins, etc.

In the past (as with W2s), we've had to customize templates to account for printer margins, etc.  Attempting to change pasta options in Linux did not work for W2s.

The new ACA template (BENACA1095CS.pdf) is a pdf file and not a .rtf template.  It is currently printing right up under the top glue strips on the self-sealing mailer form from RR Donnelley.  Is there a standard way to copy this .pdf template and then customize it?  What tool should be used if it is necessary to customize the forms to effect margin changes, etc.?
