Serial Number cannot be updated

Receiving this error trying to update a serial number on a serialized rebuildable item.  Serial Number cannot be updated because the Item Instance &instance_id is currently in a location (Location Type Code : PROJECT) that is classified as Internal.

The null serial number is preventing the Maintenance Workbench from opening for repairable items, causing an ORA-01403 error.  Is there a datafix available for this situation?
