WMS picking rule to first pick from BULK locator if full qty not available in pick face locator

I need to create a rule to achieve the following:

If the full qty is not available in the pick face locator at ground level, we need it to go to the bulk locator which is up high, to prevent fragmented picks.

Can we achieve this with config or does something programmatical need to be done?
