rpasInstaller shows ConfigurationPath does not exist

I am trying to upgrade a domain and I am running into a problem using the rpasInstaller utility. I run a test install with the following command:

rpasInstall -testinstall -ch /rpas/rpas_dev/rdf/rdf_planning/config/RDF_Planning -cn RDF_Planning.xml -dh /rpas/rpas_dev/rdf/rdf_planning/domain/RDF_Planning -in /rpas/rpas_dev/rdf/rdf_planning/domain/RDF_Planning/input -log /rpas/rpas_dev/rdf/config.log

And this is the log output:

Started task : installGenerateLogHeader(com.retek.ride.installer.tasks.GenerateLogHeader)
Install began at: Wed Dec 30 12:10:09 EST 2015.
RPAS_HOME set to: /rpas/rpas_app/12.1/rpas.
