What is used in the Item Availability Checking in the Sales Order Entry Process (P4210) Is it using

I have tried searching the Knowledge Garden looking for the answer but no luck so here I am. During the Sales Order Entry Process the system performs availability checking and if you do not have enough inventory on hand it will give a warning  (Yellow) that the quantity entered exceeds what is available. What I would like to know is where is the availability calculation coming from? Is it using the definition of availability from the Branch Plant Constants?  I am on Release 9.2
