RDF 14.1 installation error

I am creating RDF domain using rpasInstall utility but it is failing with following error:

     regfunction Got Rpas exception:  LoadLibraryException

        Could not load library 'C:/Oracle/RPAS14.1/RpasServer/applib/AppFunctions.dll' (Library file does not exists)

     regfunction exited with status: 4

The dll files do not exist in the mentioned path.

Any sugestions?
