Generate Run Balance, best practice on start date

We are running EBS 12.1.3 and started Payroll in 2011.  Staff were told that when running Generate Run Balances, they should go back to January of the previous year as the start date.  Right now they stated that they are still using 2013 as the start date.  We have never run Adjust Run Balance Dates, to my knowledge.

I've read the best practice document but am unsure of the effect of changing the start date.  I know it's recommended to go back 12-18 months.

What happens if you keep rolling this Start Date forward (and say always go back to January of the prior year)?  Does it mean that SOE's, reports, View Employee Balances will not continue to show old data properly?  As long as the old payroll data is unchanged, can you still view the old data when you are skipping that year on the Generate?
