EBS 12.1.3 Intermittenly error "You have encountered an unexpected error. Please contact the System

Hi,

I have a problem with my EBS 12.1.3, sometimes after login to EBS 12.1.3 application an error occured like "You have encountered an unexpected error. Please contact the System Administrator for assistance".

Is there any explaniation about this and how to fix this issue?

DB = 11.2.0.3
