Oracle RAC and availability

Hi,

Assuming I've got an Oracle RAC (Transparent Application Failover is not configured) and one instance fails, what happens for people having sessions on that instance  :

They have to reconnect to the application ?

The connection to the application is kept ?

Does what happen depends on the application architecture (two-tier, three-tier) ?
