PO_ASL_API_PUB (Document 1613320.1)

I'm wondering if anyone has successfully been able to use the ASL Mass Update API PO_ASL_API_PUB and if so if they could share their code or point out what I'm missing?  I've applied the patch to our test environment and am trying to go by the sample code supplied in the Note 1613320.1, but it is returning a status of 'U' (Unexpected Error) with the Return Message being ORA-06531: Reference to uninitialized collection.  I've gotten this from both calling the code directly from Toad and through a Concurrent Program since i thought it may be a permissions issue.
