Currently running 9.1 with tool release 9.1.4, wondering what would be best going to tool release 9.

We are running 9.1 with tool release 9.1.4, we are looking to upgrade the system due to the new features that we wish to start using such as pages and reports.  We are trying to decide whether to do a full upgrade to 9.2 or a tool release upgrade to 9.1.5.  I am for the full upgrade but manager only wants to go with the tool release due to him saying the 9.2 is going to be buggy for a couple of years.  Anyone have thoughts on this?
