ACA 1095C - How to affect sort order

What is the sort order that the 1095C forms print out in?  It doesn't look like we can access the data definition "BENACA1095C" via the XML Publisher Administrator responsibility and the mailer template (BENACA1095CS) is a pdf file that I don't see any sort setup in.

We hand out W2 forms and intend to hand out the 1095C forms to current employees, with the non-current ones requiring mailing.  We've changed the W2 to print out in department and employee name order, like our checks do, so staff can route the packets to the proper department for distribution to current employees.
