setup time in item lead time

Hi,

We are on 12.2.3 .In BOM resource definition we have defined a setup changeover time under the setup tab and then used this reosurce on a routing .When we calculation lead time for the assembly of this routing , this setup time is not included in the lead time calculations and the lead time only includes the resource usage on  the routing .Is this expected?Is there a way to have the setup time added on the Resource setup included in the lead time calculations of the assembly where this resource is used?
