continuous errors in formweb*.out. Filling /tmp directory.

Seems to have just started occurring.  Contents of file show only ~WE8MSWIN1252.  We're running Oracle Forms 11.2.2 and WLS 10.3.6 and Oracle DB 11.2.0.4.  Our NLS config in default.env is NLS_LANG=AMERICAN_AMERICA.WE8MSWIN1252 (hasn't changed) and database is WE8MSWIN1252 (hasn't changed).

From oracle support, shows to apply patch 11836331, but that looks like it applies to a lower version of Oracle Forms.  I'm adding this parameter (FORMS_LIMIT_EXTERNAL_MESSAGES=1) to the default.env file and will restart the processes on off hours.  But what started these errors in the first place?  Any ideas?
