route mass settlement approval based on net amount checkbox

Hello

In Oracle Trade Management,  under systems parameter page,  there is a check box called "route mass settlement approval based on net amount".

What is the functionality of this checkbox?

In our setup, we have this checkbox UNCHECKED, but still our mass settlement approval is happening based on net amount in case of charge backs and credit memos. Why that is happening?

This is on r12.1.3

Please advise.
