Functionality of To License Plate Number (LPNUT) In F4611

What is the functionality LPNUT in F4611.  I see LPNUT populated with the From License plate number whenever the full license plate quantity is being picked. Otherwise it's blank.  Is this the only time it is populated? 

Next question- is Picking to "intermediate" totes (container or LP) supported with WMS?  Client wants to be able to track the location of the intermediate tote throughout the picking process.
