Why would an item not plan on the first solver run, but plan correctly if solver is run again for a

I have found an item that will not plan on the first run of the material solver.  If I run the solver twice it does plan correctly.  Also I see that the low level code is not be calculated even after the second run of the solver.  See attachment for details.
