solaris 11.2 zone creation from unified archive fails when delegated zfs datasets are excluded

source zone has delegated zfs filesystems which are excluded as follows:

uar created with

     archiveadm create -r --root-only -e -z <origzone>

later restored to new zone (configuration was created very basic with no delegations)

     zoneadm -z <newzone> install -a /oldzone.uar -z <origzone>

The following ZFS file system(s) have been created:

    rpool/VARSHARE/zones/newzone

Progress being logged to /var/log/zones/zoneadm.20160106T155910Z.newzone.install

Install Log: /system/volatile/install.1149/install_log
