Cannot enter Request Name in the Payment Process Manager form in R12.2.4

We recently upgraded to R12.2  We then found we cannot enter a "Request Name" anymore when scheduling a Payment Process.   When we were in R12.1..3 we don't have this issue.

Per my research, I found Note; Doc ID 2045032.1 which suggests Patch 21148775.  But per our DBA team, that patch is only available to R12.1.3 and not to R12.2

Is there an alternate solution or patch for this issue for R12.2.?   Please advise.  Thanks.
