National letters in Forms / Reports Builder 11G

Hi,

After upgrading to 11G I see "special national letters" in *Builder* as <a letter><a space> while actually there is no space,

just the letter occupies two positions. Example:

mokesĶ ius (Lithuanian; in Forms or Reports Builder's editor no space before "i", cursor just "jumps" here for two positions right).

No problem when running this report (locally or from server) - all texts are correct.

Trere was no problem in version 10G.

I checked all NLS_LANG in Registry and default.env - all are AMERICAN_AMERICA.UTF8

Any good ideas?
