JDEdwards E1 9.1 Standard approval critical field functionality

When P4310 processing option is set to use user activated critical fields only, changing a standard critical field also queues the order up for reapproval.  Is this functioning as designed?  I understand that there was a bug for the issue of changing a non user activated critical field (promised delivery date), so not the same issue.  Also, if the flag is set to reapprove based on just standard critical fields, will changing a user activated field prompt the reapproval?  Thanks in advance for any input.
