merged patch 17919161,21900859 apply error ORA-28113: policy predicate has error

Dear All,

I'm upgrading EBS 11.5.10.2 to 12.2.4.

I upgraded the system to 12.2. as per oracle notes and upgrade from 12.2 to 12.2.4 as per Doc ID 1617458.1

But I received error in Apply Oracle E-Business Suite 12.2.4 Release Update Pack: adop phase=apply apply_mode=downtime patches=17919161,21900859 merge=yes 

 

 

Error:
