F08120 - Not populating in1095-C build

We are maintaining dependent data in E1 that corresponds to our benefit enrollment records. I set up my processing options for the R08119 so that it would submit the R08120 as part of the 1095-C build.  The UBE for R08120 runs (no error) but nothing is popolated in the F08120.  What do I do to troubleshoot this issue?   Please advise if an SR is necessary.
