I need to delete a line from a Requisition in Process Stage

I need to delete a line from a Requisition in Process Stage. Initially this line belonged to a Order, but this line was cancelled.

When I try to remove this line through Withdraw, the system send and error indicating that the requisition belong to a Purchase Order.  This line have an item that belong to a Blanket Purchasing.
