Conditional Required Fields Submit Popup

Our client has a requirement where certain fields are conditionally required. For example, either Field 1 or Field 2 has to have a value provided, but not necessarily both.

The question is not necessarily about how to do this, but rather if there is a way to have this appear as a popup error message upon clicking Submit, instead of a seperate Content Server error page.
