Innovation Pack 15: SWSE Migration Installation stuck

Hello,

I am performing a Migration Install from IP14 Patchset 4 (Windows) to IP15 (Windows). The install seems to go along fine, but it is stuck at the last step. It says Migration Successful, and the Progress Bar is at 100%. However, the Next button remains disabled. Siebel Gateway, Siebel Server, IIS, and World Wide Publishing Services are stopped.
