When-Event-Raised Trigger only triggering for one subscriber of the queue

I am having a problem with the advanced queue. I do have a queue which two users are subcribed to. The user admin and the user kes. I am able to enqueue messages for the user admin and kes succesfully, but whenever I am trying to enqueue messages for the user kesthe Trigger belonging to the specific Queue doesn´t respong, while everything does work fine with the admin user.


The owner of the queue is a seperate user, aq_admin. This user is created with the following statements. The user admin does create the user, since he has
